Senior bureaucrats reshuffled by temporary PM Kakar

ISLAMABAD: A day after swearing in the provisional cabinet, interim prime minister Anwaar-ul-Haq Kakar reorganised the senior bureaucracy.

After Prime Minister Kakar’s approval, the Establishment Division (ED) issued a notification to transfer the chief secretaries of Sindh. Balochistan, and Azad Jammu and Kashmir. The federal interior secretary and Cabinet Division secretary, the chief commissioner of Islamabad, and several other senior-level bureaucrats.

Additionally, other bureaucratic transfers anticipated within the next few days.

According to ED’s notification, Kamran Ali Afzal, a BPS-22 officer of the Pakistan Administrative Service (PAS). Presently posted as director general of the Civil Services Academy. Has appointed as secretary of the Cabinet Division.

Nasir Jamy, a PAS BPS-22 officer and former secretary of the Water Resources Division. Now secretary of the Information Technology and Telecommunications Division. Shakeel Khan Bangash, a PAS BPS-22 officer who previously served as an OSD [officer on special duty], has been appointed secretary of the Housing and Works Division.

Secretary of Housing and Works Muhammad Fakhar Alam Irfan, a PAS BPS-22 officer, has been appointed chief secretary of Sindh. He would replace Muhammad Sohail Rajput. An additional PAS BPS-22 officer who has instructed to report to the Establishment Division. The communiqué announced that Syed Asif Ali Hyder Shah. A PAS BPS-22 officer who was also an OSD, designated secretary of the Climate Change Division.

Moreover, Allah Dino Khawaja, a BPS-22 officer of the Police Service who was commandant of the National Police Academy. Appointed secretary of the Human Rights Division. While, Humaira Ahmad, a BPS-22 officer of the PAS who was awaiting assignment to the Establishment Division, has been assigned secretary of the National Heritage and Culture Division.

Meanwhile, Secretary of the Interior Syed Ali Murtaza, a PAS BPS-22 officer, transferred to the position of secretary of Water Resources. Muhammad Abdullah Sumbal, a BPS-21 officer who previously served as additional secretary (in charge) for Science and Technology, transferred to the Interior Division as additional secretary (in charge).

Shakeel Qadir Khan, a PAS BPS-21 officer and Additional Secretary of the Power Division, designated chief secretary of Balochistan, according to the notification. He would supplant Abdul Aziz Uqaili, a PAS BS-22 officer who reported to the Establishment Division.

In addition, Captain (retired) Anwarul Haq, a PAS BPS-20 officer who was a member of the environment at the Capital Development Authority (CDA), has appointed chief commissioner of Islamabad. He would replace Captain (retired) noor ul Amin Mengal and, per the CDA Ordinance. He would also assume the CDA presidency.

Noorul Amin Mengal, who assumed the position of chief commissioner of Islamabad and chairman of the CDA in January, has instructed to report to the Establishment Division. Ali Raza Bhutta, a PAS BPS-22 officer and former secretary of the Human Rights Division, will now serve as secretary of the Science and Technology Division.

In addition, the notice stated that Special Secretary Prime Minister’s Office Sarah Saeed, a BPS-22 officer of PAS, has been appointed secretary of the Commerce Division with immediate effect. The services of Dawood Muhammad Bareach, a PAS BPS-21 officer and additional secretary for planning. Placed at the disposal of the AJK government for possible appointment as chief secretary of Azad Jammu and Kashmir.

Secretary-General of Azad Jammu and Kashmir PAS BPS-22 officer Muhammad Usman Chachar, transferred and instructed to report to the Establishment Division. Two BPS-22 officers instructed to report to the Establishment Division on behalf of PAS Special Secretary Cabinet Division Eazzaz Aslam Dar and secretary Information Technology and Telecommunication Navid Ahmed Shaikh.

Iram Anjum Khan

Iram Anjum Khan, a BPS-22 officer of the Pakistan Audit and Accounts Service (PAAS) who previously served as additional Auditor General-I, has been named secretary of Maritime Affairs. He would replace another BPS-22 officer of the same service division, Abdul Ghufran Memon. While, Fareen Mazhara, BPS-22 officer of the Inland Service and Secretary of the National Heritage and Culture Division. Hirected to report to the Establishment Division.

Additional secretary (Responsible for) Muhammad Mahmood, a retired petroleum captain, has been appointed additional secretary (in command) of National Food Security. Momin Agha, a PAS BPS-21 officer and additional secretary (in charge) for Industries and Production. Replace him in the Petroleum Division.

Moreover, Yawar Hussain, a PAS BPS-20 officer and Director General of Immigration and Passport. Transferred and instructed to report to the Establishment Division. According to the ED’s notification, Additional Secretary (In-Charge) Climate Change Division Musaddiq Ahmed Khan, a PAS BPS-21 officer, has also been directed to report to the Establishment Division.
